Mobility of researchers
ARIS promotes international mobility as an important part of the integration of Slovenian research into the international environment. Mobility enables knowledge transfer, the development of research links and the preparation of joint applications to European and other international calls.

Of funding for cooperation
ARIS supports the mobility of researchers through various instruments:
- bilateral cooperation activities (ABS),
- bilateral research projects,
- hosting researchers from third countries,
- participation in the COST programme.
Mobility aims to strengthen international cooperation and increase the success rate of applications to European and other international calls.
Bilateral cooperation activities allow short research visits between Slovenia and the partner country.
Purpose Establishing new research links, preparing joint project applications and strengthening existing cooperation.
Funding ARIS (co-)funds mobility costs, including international travel, accommodation, daily subsistence allowances, and local public transport.
Duration Two years.
Bilateral research projects enable Slovenian and partner researchers to work together in depth.
Purpose The projects aim to strengthen scientific research cooperation in areas of strategic importance, to promote scientific and development progress, and to increase involvement in European and other international projects.
DurationTwo or three years.
The hosting of researchers from third countries is governed by the following:
-
Scientific Research and Innovation Activities Act,
-
Rules on the conclusion of hosting agreements between research organisations and researchers from third countries.
This also transposes Directive (EU) 2016/801 on the conditions of entry and residence of third-country nationals for the purposes of research.
The procedure does not govern the researcher's individual application, but rather the obligations of the host organisation.
Who can enter into a hosting agreementThe agreement can be entered into by a research organisation that is registered in the ARIS database of research and development providers.
Obligations of the research organisation
The research organisation must inform ARIS within one month of the signing of the agreement, indicating the title or purpose of the research activity and the duration of the hosting. ARIS must also be informed of any circumstances that may affect the implementation of the agreement.
ARIS has the right to inspect the documentation and may request a copy of the agreement and any annexes.
Record keeping and reporting
ARIS publishes on its website a list of the research organisations that can enter into such agreements and the duration of the research activities under the agreements.
No later than two months after the termination of the agreement, the research organisation must submit to ARIS a short report on the research activities carried out.
COST (European Cooperation in Science and Technology) is a European intergovernmental framework that promotes cooperation between researchers from different countries. It enables researchers to network in common scientific and technological fields and contributes to strengthening the European Research Area.
COST encourages the development of new ideas, research approaches and international links. It does not fund research, but supports activities that enable the exchange of knowledge, experience and results.
Who can get involved COST Actions are open to researchers at all stages of their careers and to representatives from universities, research institutes, industry, NGOs and SMEs.
What cooperation makes possibleParticipation in COST Actions includes meetings and workshops, scientific conferences, training schools, short-term scientific missions (STSMs) and dissemination activities.
How to join a COST Action
1. Proposal for a new COST Action
Researchers can participate in the preparation and submission of a project proposal through the Open Call on the official COST website.
February Inclusion in an existing COST Action
Each Member State may nominate up to two representatives to the Management Committee of the Action. The procedure involves the submission of a form and nomination by the COST National Coordinator.
3. Inclusion in Working Groups
Researchers may also join as members of Working Groups in agreement with the leader of the relevant Action.
